In this paper we present initial results on using DNS traffic to determine reputation of autonomous systems. This is only a part of the whole idea described in the paper Reputation based protection of ISPs. I thought that the material presented in the paper is of good enough novelty and quality to be published in the IEEE Communication Letters. But, reviewers, as well as editors, didn't agree with me.
